Important Notice for PCA Consumers and Workers

MassHealth has announced major changes to the Personal Care Attendant (PCA) Program beginning January 1, 2026. These updates include:

  • New pay differential for Complex Care PCAs
    • Optional CORI/SORI background check process
    • Updated Consumer Handbook
    • Minimum age requirement of 16 for all PCAs
    • New hire paperwork and E-Verify requirements
    • Updated EVV Live-In rules
    • Tax updates for “Difficulty of Care” and overtime wages
    • Reinstated overtime policy and new weekly-hour limit
